City of Albany Brownfield Program Management

The City of Albany's Brownfield Program leverages substantial Environmental Protection Agency (EPA) funding, including Community-wide Assessment grants and Revolving Loan Funds (RLFs), to support brownfield assessment, planning, and cleanup initiatives within the city. Partnering with CHA, the city has effectively managed these initiatives, demonstrating the effectiveness of brownfield funding in revitalizing urban areas.

CHA has been instrumental in overseeing the assessment and RLF activities, handling EPA quarterly reporting, and developing essential programmatic documents and application forms. We have also created EPA-approved Brownfield quality assurance project plans (QAPPs) for multiple sites; provided comprehensive EPA grant programmatic assistance; and worked to ensure city compliance with EPA's Assessment, Cleanup and Redevelopment Exchange System (ACRES) database. Additionally, CHA has conducted Phase I and II Environmental Site Assessments (ESAs); coordinated with the city, property owners, subgrantees, loan recipients, and other environmental contractors; developed the Community Involvement Plan (CIP); and led public outreach activities.

A recent notable project funded by the city's RLF is an asbestos and lead paint abatement effort at 207 Pine Street, which will likely be redeveloped into a boutique hotel. This funding was provided as a low-interest loan to the site developer. Under our active contract with the City of Albany, CHA also completed multiple Phase I ESAs, will be completing three Phase II ESAs, and has facilitated a community engagement event.
